## Access Policy (Phase 1)
- Public-safe reads are open by default.
- Definition submissions and votes require PLATPHORM_API_KEY and remain validated and rate-limited.
- If Neon storage is unavailable, the submit UI keeps a browser local draft and the API attempts a tagged OpenDocs fallback copy with tag platphorm-dictionary-neon-fallback.
- OpenDocs fallback is reported as accepted only when the OpenDocs API returns success; Dictionary does not fabricate fallback URLs.
- PLATPHORM_API_KEY is required for protected moderation/admin actions.
- Protected actions always require PLATPHORM_API_KEY.
- Attribution is expected when quoting or summarizing public definitions.
- Raw x-vercel-ja4-digest values are fingerprint-adjacent metadata and are never published in public artifacts.
